In a condominium form of ownership, each unit owner is a voting member of the condo association. The condominium association is controlled by a Board of Directors, elected by the unit owners and who normally serve without compensation. These board members are the responsible, and some say unfortunate, members of the condo community charged with enforcing all governing document requirements.  But the condo only works is you have a cooperative community.  When buying, selling, or living in a condominium, you must abide by them. Now this is not all bad, actually the governing rules are like a partnership agreement, equitable requirments to to provide a cohesive living.

The HOA can self-manage the condo or hire an outside property manager.  Property management can range from managing the financials to projects to full oversite of the building.  The best advice given here is that you get what you pay for.  Expectations must be based on how much is expected for the payment received.
